It is also the fastest route to a short-lived, hard-to-diagnose roof. North Carolina code permits a second layer under limited conditions, but the conditions are strict and the practical downsides are significant. ## What the Code Actually Allows The NC Residential Code (R905.2 and R703 references) allows no more than two layers of roof covering, and only when the existing layer is fully adhered, smooth, not damaged or deteriorated, and the roof structure can carry the added dead load. In practice, most roofs being replaced are being replaced because they are damaged or deteriorated—which disqualifies them on arrival. Curling, cupped, or fishmouthed shingles telegraph their profile through the new layer and break its seal. ## The Hidden Problems Under the Overlay The overlay hides exactly what a roof replacement is supposed to fix: soft or delaminated sheathing, deteriorated pipe boots and flashings, missing kick-out flashing, and nail corrosion. Flashing is not replaced—old flashings carrying the new roof are the leading cause of early overlay failures. The second layer also adds 2 to 3 pounds per square foot of dead load, significant on older framing, and shingles run hotter over a trapped air gap, accelerating wear on both layers. ## Warranty and Practical Consequences Most shingle manufacturers' warranties are void or reduced on overlay installations, and future repairs become double labor: any leak tracing requires cutting through two layers to find flashing or deck damage. When resale or insurance inspection time comes, a two-layer roof is a documented red flag. ## The AGCS Standard: Full Tear-Off and Deck Inspection Every AGCS reroof strips to the deck, replaces damaged sheathing, installs new underlayment and self-adhered membrane at eaves and valleys, and rebuilds all flashings and boots new.
