Homeowners often hear conflicting advice about Ice and Water Shield (self-adhering polymer-modified bitumen underlayment). In North Carolina, the residential building code does NOT universally mandate ice barrier underlayment along eaves in the Piedmont region (Lincoln, Catawba, and Mecklenburg counties) because our historical mean January temperatures do not exceed the severe freeze-thaw threshold defined in NCRC Table R301.2(1). However, code DOES mandate self-adhering membranes in critical valleys, and AGCS installs it as standard best practice in all valleys, low-slope transitions, and around roof penetrations. ## Code Requirements vs Climate Realities NCRC Section R905.1.2 defines where ice barriers are legally enforced in high-elevation Western NC mountain counties. In the Piedmont, ice damming along eaves is rare, but torrential tropical downpours and wind-driven rain are common.
